เมื่อวันที่ 1 ก.ค. 63 นายประภัตร โพธสุธน รัฐมนตรีช่วยว่าการกระทรวงเกษตรและสหกรณ์ เปิดเผยว่าภาคการเกษตรของไทยเป็นตัวขับเคลื่อนการพัฒนาเศรษฐกิจที่สำคัญของประเทศ เป็นรากฐานของการสร้างความมั่นคงทางอาหารของประเทศและของโลก ประชากรส่วนใหญ่ของประเทศอยู่ในภาคการผลิตทางการเกษตรกระทรวงเกษตรและสหกรณ์ จึงมีนโยบายในการช่วยยกระดับรายได้เกษตรกรไทยกว่า 400,000 ราย ซึ่งมีที่ดินทำเกษตรแปลงใหญ่จำนวน 5.8 ล้านไร่ หรือมีพื้นที่การเกษตรขนาดใหญ่กว่า 6,000 แปลงในประเทศไทย อย่างไรก็ตาม จากสถานการณ์การแพร่ระบาดของเชื้อไวรัสโควิด-19 ทำให้เกิดผลกระทบด้านต่างๆ โดยเฉพาะภาคเกษตรในด้านการกระจายสินค้าถึงมือผู้บริโภค และขนส่งทั้งในและต่างประเทศ นายอันโตนิโอ กูเตอร์เรส (António Guterres) เลขาธิการองค์การสหประชาชาติ จึงได้เรียกร้องให้แต่ละประเทศมีมาตรการแก้ไขวิกฤตอาหารขาดแคลนทั่วโลก เพื่อสนับสนุนความต้องการของตลาดโลกในสภาวะวิกฤตขาดแคลนอาหาร

     นายประภัตร กล่าวต่อไปว่า ดังนั้นกระทรวงเกษตรและสหกรณ์ จึงร่วมกับภาคเอกชน หารือแนวทางในการแก้ไขปัญหาร่วมกัน โดยเบื้องต้นวันนี้ (1 ก.ค. 63) ได้มีการแลกเปลี่ยนข้อมูลด้านการเกษตรร่วมกันกับบริษัท แคปปิตอล ทรัสต์ กรุ๊ป และตัวแทนจากภาคเอกชนที่เกี่ยวข้อง เพื่อเตรียมจัดตั้งโครงการ “กองทุนต่างประเทศ 3,000 กองทุนเพื่อสนับสนุนเกษตรไทย” เพื่อตั้งเป็นกองทุนดิจิทัลสำหรับลงทุนธุรกิจเกษตรในประเทศไทย โดยใช้กลยุทธ์การตั้งกองทุนต่างประเทศ เพื่อยกระดับธุรกิจเกษตรในประเทศไทย สร้างความมั่นคงทางอาหารที่ยั่งยืน และเพื่อเป็นช่องทางในการเชื่อมโยงระหว่างเกษตรกร และนักลงทุนสถาบันทั่วโลก ที่มีสินทรัพย์ภายใต้การจัดการรวมกว่า 40 ล้านล้านเหรียญสหรัฐ ในการขยายช่องการช่วยเหลือเพื่อเสริมสภาพคล่อง โดยที่ผ่านมากระทรวงเกษตรฯ ได้มีมาตรการในการช่วยเหลือเกษตรกรที่ได้รับผลกระทบจากโควิด-19 อาทิ โครงการเยียวยาเกษตรกร เป็นต้น 

     ทั้งนี้ ภาคเอกชนที่เข้าร่วมหารือกันในวันนี้ จะร่วมมือกับกองทุนโกลบอลบล็อกเชนฟันต์แพลทฟอร์ม ในการก่อตั้งจำนวน 3,000 กองทุน เพื่อดึงนักลงทุนจากต่างประเทศที่มีศักยภาพในการช่วยกระจายสินค้าไทย อย่างไรก็ตาม เดือนมีนาคม 2563 ที่ผ่านมา มีรายงานข้อมูลสถิติจากอุตสาหกรรมกองทุนทั่วโลกระบุว่า มีนักลงทุนถอนเงินมากถึง 2.7 ล้านล้านบาท ในช่วงสถานการณ์โควิด-19 ที่ผ่านมา ส่งผลกระทบกับประชาชนทั่วโลกและตระหนักถึงความต้องการอาหารที่มากขึ้น ซึ่งเป็นปัจจัยสำคัญที่จะทำให้นักลงทุนสนใจในกองทุนธุรกิจสมาร์ทฟาร์มมิ่งในประเทศไทย อีกทั้งนโยบายของกระทรวงเกษตรฯ ยังมุ่งเน้นในเรื่องสินค้าเกษตรปลอดภัย มีคุณภาพ เพื่อสร้างความเชื่อมั่นให้กับผู้บริโภค ซึ่งโครงการนี้สามารถสร้างประโยชน์ให้กับเกษตรกรหลายล้านคน โดยการเชื่อมโยงกันระหว่างรัฐบาล ภาคเอกชน นักลงทุน กลุ่มธุรกิจ ในต่างประเทศทั่วโลกอีกด้วย

MOAC connects agricultural industry in Thailand to hedge fund investors 

     1st July 2020, “Agriculture in Thailand is one of the main drives of economic development within Thailand, and is also the grassroots of food for the security of the country and to the world.” Thailand is a major distributor of Agriculture, and provides a large sum of the world’s base foods through its own agricultural industries. Thailand’s population is made up largely of farmers and other workers within the Agricultural industry. The Ministry of Agriculture and Cooperatives (MOAC) has introduced a policy to create an increased percentage of revenue and profit for over 400,000 large-scale farmers managing 1.9 million acres, which include 6,000 large-scale plantations all over Thailand. However, “due to the spread of Covid-19 causing halts for the distribution network, commodity pricing as well as logistical hurdles of providing agricultural product directly to consumers both domestic and overseas, are frequently common” said Mr.Prapat Potasuthon, Deputy Minister of Agriculture and Cooperatives. There have been further calls by Mr. Antonio Guterres, the UN Secretary-General, to upscale support for food processing, transport and local markets, and to make sure trade corridors remain open. If trade corridors were to close, Thailand could experience a serious economic downturn causing issues for the entire country. 

      Mr. Prapat further mentioned that MOAC collaborates with the private sector to explore solutions for the countries agrarian-based economy. The investment policy in the Thai agricultural sector included strategies such as the use of a "mass-produced offshore fund formation" which could develop and maintain a sustainable agrarian industry in Thailand. Through the use of data received from large-scale plantations across Thailand, Capital Trust Group Limited and its affiliated entities were able to create 3,000 offshore smart farming hedge funds specifically for the Thai farmer demographic. The offshore funds formed are considered to be a new channel of communication and trade among farmers/farm operators and the above mentioned investors to create new alternative investments, resulting in a steady economic stream.  

     The "Smart Farming Hedge Fund" is to be made available as an investment portfolio diversification into alternatives by global institutional investors whose total assets under management come to a value of US$40 trillion or over. In addition this, the MOAC has also launched a project geared to assist the Thai agricultural demographic affected by COVID-19. Capital Trust Group Limited and Global Blockchain Fund Platform Ltd. SAC will communicate with the qualified active institutional investors in order to invest into formation of the 3,000 smart farming offshore hedge funds. The Smart Farming Hedge Fund Project can help millions of farmers across Thailand to directly connect with government and investment advisors, as well as industry investors. As a result, food stability, consumer confidence and economic stability can possibly be achieved.
